PURPOSE: A semiconductor memory device and an operating method are provided to implement the low power consumption of a semiconductor memory device by enabling minimum number of a buffering part to be operated after entering a max power down mode.;CONSTITUTION: In a semiconductor memory device and an operating method, a buffering part(221) buffers a first mode signal which is inputted from outside. A second buffering part(222) is activated in response to the output signal of the first buffering part. A second buffering part buffers a second mode signal.
