The processing speed of the video information is improved. CONSTITUTION: The camera(10) takes a photograph of the vehicle detection domain. The image acquisition part(20) changes the camera tomographing image into digital video data. The image analysis processing part(30) analyzes the digital image. The image analysis processing part extracts the travel quantity of the vehicles, and speed and occupancy.
