A member excelling in damping capacity that attains noise lowering and vibration reduction with the use of easily workable steel sheet; a process for producing the same; and a steel sheet suitable as a member excelling in damping capacity. The member excelling in damping capacity is one produced by working a steel sheet, characterized in that the steel sheet has an average crystal grain diameter of 30 mum or greater and at the hardest area thereof exhibits a Vickers hardness of 120 or below.
