PURPOSE: A method for dynamically changing a frame parameter is provided to change a parameter of an input frame when both the input frame and a prediction frame are special scenes or general scenes.;CONSTITUTION: If an input frame is a special scene, a next frame is predicted(21,22). If the input frame is a general scene, the next frame is predicted(23). When both the input frame and a prediction frame belong to special scenes, a parameter of the input frame is changed by special scene handling(24,26).
