PURPOSE: A dgnss reference station and a method of estimating a user differential range error thereof are provided to improve availability by improving the reliability of a compensation data service.;CONSTITUTION: The base station of a satellite radio-navigation enforcement system comprises a receiver(10), a pseudo range correction information generating part(20), a range error estimation operation unit, an atmospheric layer delay error calculation unit, and a web based error data receiving unit. The receiver receives a message signal from the satellite through an antenna and outputs original data including the pseudo range. The pseudo range correction information generating part generates pseudo range correction information from the source information.
