PURPOSE: A wireless communication device and method thereof are provided to manage the radio frequency information and location information of a wireless network configuring device through a database and to actively control transmission power and transmission time based on the database.;CONSTITUTION: A transmitting and receiving side location confirmation unit(31) recognizes the location of a transmitting and receiving side. A transmitting power determination unit(32) determines transmitting power while considering radio frequency characteristics. A transmitting time determination unit(33) determines transmitting time while considering frequency expenses.
