PURPOSE: A device for positioning a mobile communication terminal, a method thereof, a mobile communication terminal measuring server, and a driving method thereof are provided to supply a result value in consideration of a wave feature which changes at each time zone when a positioning result is provided to a service request person.;CONSTITUTION: A WILIS(Wireless Integrated LBS Indoor Solution) server(160) has a pCell DB(160a). A positioning server(150) compares positioning information of a mobile communication terminal(100) with wireless environment information of the pCell DB. The positioning server assigns a different weighted value to wireless environment information of a selected candidate cell. The positioning server selects one of candidate cells which are classified by the time zone using a weighted average value and the positioning information.
