PURPOSE: A flame-retardant expandable polystyrene polymerized bead is provided to have excellent moldability and productivity, and to have excellent flame retardance, thermal insulativity and excellent physical strength.;CONSTITUTION: A manufacturing method of Flame-retardant expandable polystyrene polymerized beads comprises: a step of manufacturing dispersed liquid by mixing 70-95 weight% of a styrenic monomer. 1-10 weight% of a char-generating thermoplastic resin, and 4-29 weight% of inorganic foam particles; and a step of polymerizing the dispersed liquid. In the polymerized beads, 3-8 parts by weight of a blowing agent are impregnated on the basis of the three components.
