PURPOSE: A seeder for dry land and water land is provided to automatically dig soil, to scatter seeds, and to cover soil. CONSTITUTION: A seeder for dry land and water land comprises a seed tub(10), a roller(20), a sensor(40), a soil digging device(50), a soil covering device(60), a cylinder(70), and a wheel(80). The seed tub supplies seeds. The roller is installed in the bottom of the seed tub and accurately measures the amount of seeds. The sensor is installed in the bottom of the roller and wirelessly measures seeds. In the soil digging device, two circular plates are installed. The soil covering device is installed in the rear of the soil digging device.
