PURPOSE: An apparatus and a method for transmitting/receiving a streaming service are provided to calculate an inter arrival jitter by using the arrival time and the estimated arrival time of a TCP packet.;CONSTITUTION: A TCP packet is received(1210). A clock count TCPa(n+1) is measured(1220). A time stamp TCPt(n+1) is tested(1230). A TCPt(n+1) is extracted from the TCP packet(1240). A network jitter N(n+1) through a TCP(n+1) is calculated(1245). An arrival time interval D(n+1) between the TCP(n+1) and a TCP(n) are calculated(1250). An analysis time for the determination of a de-jitter buffering time is tested(1260). A calculated de-jitter buffering time B(n+1) is determined as a final de-jitter buffering time(1290).
