Chalcone-based compound contaning aqueous solubilization composition, whitening functional cosmetic composition using the same and the method of manufacturing the same

PURPOSE: An aqueous solubilization composition and a cosmetic composition for skin whitening are provided to solubilize a mixture of chalcone and derivative thereof and to ensure solubilization stability. CONSTITUTION: An aqueous solubilization composition(100) contains chalcone-based compounds, oil droplet containing dissolved cholcone-based compounds; and surfactant for particulation by covering the oil droplet. A surfactant layer(20) contains two or more surfactants with different tail parts. A composition containing chalchone-based compounds contains 0.1-50 wt% of chalcone-based compounds, 1-50 wt% of droplet, and 10-90 wt% of surfactant layer. The composition further contains hydrophilic polymers.
