PURPOSE: An apparatus and a method for delivering discarded packets in a broadband wireless access system are provided to prevent the loss of desired information by delivering packets discarded during the operation of a deregistration with content retention mode to a terminal when the terminal is converted into a waking-up state.;CONSTITUTION: If a downlink packet is received to a terminal operating under an idle mode without confirming the existence of downlink data, a controlling part(1330) verifies whether a receiver is a waking-up notification target. If the receiver is the waking-up notification target, the controlling part stores information with respect to a receiver and a transmitter of the downlink packet. When the terminal is converted into a waking-up state, a communicating part(1310) transmits waking-up notification to the transmitter.;COPYRIGHT KIPO 2012
