PURPOSE: An offshore current generation predicting/alarming device, and a offshore current generation preventing device using the same are provided to fundamentally prevent an offshore current generation by detecting critical pressure for the offshore current generation and installing a decompression structure to maintain underground water pressure below the critical pressure all the time. CONSTITUTION: An offshore current generation predicting/alarming device comprises a speed measuring float(110), an observation well(120), a water pressure sensor(130), and a probe part(140). The speed measuring float is installed in sea level of an offshore current expecting area. The observation well is installed on a passage of underground water flowing to the offshore current expecting area. The water pressure sensors are installed inside each observation well. The water pressure sensor measures underground water pressure on a real time basis and transmits. The probe part receives and records the underground water pressure and a speed of seat water measured by the speed measuring float and water pressure sensor.
