PURPOSE: An EMBMS(Evolved Multimedia Broadcast Multicast Service) chatting service providing system, provider server, and user terminal control method thereof are provided to effectively use radio resources by using the capability of an MBMS(Multimedia Broadcast Multimedia Service).;CONSTITUTION: One or more user terminals(250) transmits and receives content and conversation messages by requesting the open of the chatting channels in order to transmit conversation messages to plural mobile subscribers who participate in a chatting channel and to receive the conversation messages to the mobile subscribers. An eBM-SC(evolved Broadcast Multicast-Services Center)(230) controls EMBMS in order to transmit the conversation messages to one or more user terminals by using the EMBMS.
