PURPOSE: An interworking structure between future networks is provided to interwork future internet/network or the other access network.;CONSTITUTION: A proxy function unit(610) converts a packet received from a first network into an interworking data unit. The proxy function unit transfers the converted interworking data unit to an interworking data relay unit(620). The interworking data relay unit generates the packet for a core network by using the interworking data unit.
