PURPOSE: An apparatus and method for allocating resources to nodes in a communication system is provided to reduce the number of unnecessary repetitions by effectively allocating proportion process rates for multiple users systems.;CONSTITUTION: A repetition control apparatus(10) control repetition processes. The repetition control apparatus uses repetition resource weighted values in order to acquire resource allocation results for a repetition stage.
