PURPOSE: A cold wind discharging hair drier equipped with a thermoelectric element is provided to safely dry the hair of a user without the damage of the hair due to hot air. CONSTITUTION: A cold wind discharging hair drier equipped with a thermoelectric element includes a case body(10), a thermoelectric element(20), a heat radiating member(30), a cooling member(40), and a wind generating unit(50). The case body includes a handle at the lower side, a nozzle at the front side, and a blowing line at the inner side. The thermoelectric element is installed at the front side of the blowing line and includes a heat radiating side with the heat radiating member and a cooling side with the cooling member. The wind generating unit is rotatably installed at the rear side of the blowing line.
