PURPOSE: A PSS(Product-Service System) design device and a method thereof are provided to effectively develop a PSS by efficiently performing a PSS design process based on a computer. CONSTITUTION: A requirement defining unit(110) defines requirements of plural people related to a PSS and a target value mapped with the requirements. A behavior modeling unit(120) performs behavior modeling defining an associative relationship between the behavior of the people based on mutual relation between the behavior of the people. A PSS function modeling unit(130) defines an upper function of the PSS implementing the requirements and the target value and an upper related person mapped with the upper function.
