PURPOSE: A tool exchanging device is provided to reduce the machining time of a machine tool including a tool exchanging time because an exchanging arm can start an exchanging motion after waiting a short waiting time for conversing oscillation.;CONSTITUTION: A tool exchanging device comprises a tool magazine(4), an exchanging arm(5), a tool port, and a control device. The tool magazine has multiple tool ports circulating and moving in a supporting state to a tool. A following tool is moved at an exchanging position with the tool port. The tool exchanging device exchanges a following tool moved at an exchanging position with the tool port and a preceding tool installed in a main shaft with the operation of the exchanging arm.
