PURPOSE: A device and a method for distinguishing whether an object is normally heat treated or not using a PEC(Pulsed Eddy Current) are provided to reduce time for inspecting a heat treatment and to make an inspection possible even by an unskilled person.;CONSTITUTION: A device for distinguishing whether an object comprises a measurement case(10), a PEC irradiation device(30), and a PEC analyzer(40). The measurement case forms an accommodating unit with an opened top in inside in order to accommodate an object(100). The PEC irradiation device connected to the measurement case applies PEC signals as infinite pulses to the object. The PEC irradiation device receives PEC returning signals returned correspondently to the object. The PEC analyzer outputs PEC returning signals. The PEC analyzer compares an output value and a normal reference value of the normal heat treated object embedded in the PEC analyzer in advance.
