PURPOSE: A cell reselection method is provided to define effective cell reselection condition by providing a weighted value according to the signal quality of a serving cell. CONSTITUTION: A random access procedure is opened to a selected first cell according to a first condition(S701). When the random access procedure is not successively completed until the expiration of a started timer, a cell reselection progress is executed according to a second condition(S706). A predetermined weight value is given to the signal quality of a serving cell which is connecting to a user apparatus according to a first condition. A predetermined penalty is given to the signal quality of one or more adjacent cells by the first condition.
