PURPOSE: A distribution network monitoring system, a method thereof, and an optical complex distributing cable therefor are provided to measure the distribution temperature of each distribution section by monitoring the distribution temperature of each distribution section with optical fiber, setting an optical transmission route with an optical switch, and transceiving an optical signal through the route. CONSTITUTION: A transmitting unit(10) transmits a optical transmission route control signal and an optical signal for distribution temperature measurement. An optical complex distributing cable(20) is composed of an optical transmission line(22) and a power line(21). An optical switch(32) switches an optical transmission route according to the control signal. A signal receiving unit(40) receives the optical signal reflected through the optical transmission line. The signal receiving unit calculates distribution temperature based on the received optical signal.
