PURPOSE: A congestion window size control method and TCP(Transmission Control Protocol) system thereof are provided to promote link usage rates and throughput in an under-buffered link which is smaller than the size of the optimal buffer.;CONSTITUTION: A TCP sender increases a congestion window size according to a slow start phase(204). When ACK(Acknowledgement) is overlappingly received in the increase in the size of the congestion window, the TCP sender reduces the size of the congestion window according to predetermined second rates. The TCP sender increases the size of the congestion window according to a first size by connecting to the reception of the ACK(206~212).
