PURPOSE: A water storage facility, a construction method thereof, a method for improving the horizontal load resistance thereof, and a method for preventing the horizontal deviation of a frame block are provided to reinforce the water storage facility without using resin frame blocks.;CONSTITUTION: A water storage facility comprises a water storage unit, multiple frame blocks(1a,1b,1c,1d), reinforcing plates(13), side plates, and a cover layer. The frame blocks are assembled in the water storage unit. Each frame block comprises a base plate(3), posts(5), and fitting holes(7). The base plate has multiple water permeable holes(11). The posts are vertically positioned at one surface of the base plate. The fitting holes are formed in the base plate. The reinforcing plates are installed on each base plate. The side plates are installed on the side surface of the water storage unit. The cover layer is formed on the top of the water storage unit.
