PURPOSE: A device and a method for manufacturing paving stone using waste stone are provided to enhance grinding efficiency since grinding is performed twice. CONSTITUTION: A device(100) for manufacturing paving stone using waste stone comprises a cutting plate(110), a supply hopper(120), a first grinding body(131), a first moving protrusion(133), a first rotating shaft(141), a first rotating motor(142), a second grinding body(151), a second moving protrusion(155), a second rotating shaft(161) and a second rotating motor(163). The cutting plate cuts waste stone into a rectangular shape. The supply hopper is arranged on a part, to which the cut waste is supplied from the cutting plate. The supply hopper comprises a space. The first grinding body is arranged on the other side of the supply hopper. One side of the first grinding body is open. The first grinding body comprises a first hole, through which stone goes out. The first and second moving protrusions are protruded in a spiral shape.
