PURPOSE: A tire tread rubber composition rubber composition is provided to improve abrasion resistance and rolling resistance at the same time by physically and chemically vulcanizing rubber and high performance plastic. CONSTITUTION: A method for manufacturing a tire tread rubber composition rubber composition comprises the steps of: (i) preparing a master batch including a base rubber, carbon black, and silica; (ii) blending the mixture obtained from step (i) together with 1/2 of the total amount of a retarder, vulcanizing accelerator, and polyvinylidene fluoride powder at 120~125 C and maintaining the mixture at 50~70C; and (iii) blending sulfur and 1/2 of the total amount of a retarder with the polyvinylidene fluoride powder mixture obtained from (ii) step.
