PURPOSE: A membrane separation-based advanced water treating system is provided to secure a buffer action to dissolved oxygen(DO) by receiving sludge containing the DO and nitrous nitrogen components. CONSTITUTION: A membrane separation-based advanced water treating system includes a flux adjusting bath(1), a dephosphorization bath(2), a first denitrification bath(3), a second denitrification bath(4), an aeration bath(5), a membrane separation aeration bath(6), a stabilization bath(7), a separation membrane unit(18), a coagulant storing tank(19), a sludge storing bath(8), a separation membrane sucking line(21), a discharging bath(9), a blower(12), and a total phosphorus and membrane pollution reducing unit(40). The dephosphorization bath and the first denitrification bath receives raw water which is supplied from the flux adjusting bath and passes through a micro filtering unit and a V-NOTCH. The second denitrification bath receives the raw water from the first denitrification bath if the level of the raw water in the first denitrification bath is more than or equal to a pre-set level. The aeration bath receives the mixed solution from the second denitrification bath if the level of the mixed solution in the second denitrification bath is more than or equal to a pre-set level. The membrane separation aeration bath receives the mixed solution of the aeration bath if the level of the mixed solution in the aeration bath is more than or equal to a pre-set level. The stabilization bath receives the mixed solution from the aeration bath if the level of the mixed solution in the membrane separation aeration bath is more than or equal to a pre-set level. The sludge storing bath supplies sludge to the flux adjusting bath.
