PURPOSE: A concrete composition for reducing heat island effect and a sidewalk block or a roadway block for reducing thermal island effect using thereof are provided to reduce temperature increment of concrete due to sunlight by including temperature-sensitive heat-exchange liquid admixtures on concrete surface and inside the concrete. CONSTITUTION: A concrete composition for reducing heat island effect comprises 350-600 parts by weight of fine aggregate or single size silica, 20-30 parts by weight of mixed solution, 0.5-2.0 parts by weight of admixture, and 0.5-5.0 parts by weight of temperature sensitive heat exchange liquid phase mixing ash based on 100 parts by weight of binding material including Portland cement or blast-furnace slag cement. The temperature sensitive heat exchange liquid phase mixing ash comprises 25-35 weight% of acrylic emulsion resin which consists of copolymers of acrylic acid and styrene, 8-12 weight% of water soluble polyurethane resin, 7-9 weight% of aqueous pigment, 34-45 weight% of water, and 8-12 weight% of heat-radiation aggregate. The sidewalk block or the roadway block for reducing thermal island effect using a concrete composition for reducing heat island effect includes a superficial part(1) which is formed by using the concrete composition for thermal island effect reduction.
