PURPOSE: An air conditioning, heating device and an operating method for a heat pump using ocean surface water and deep ocean water are provided to decrease an average condensing temperature compare to existing heat and cooling cycles by passing thermal mediums through a plurality of condensers and evaporators sequentially. CONSTITUTION: An air conditioning, heating device and an operating method for a heat pump using ocean surface water and deep ocean water comprise a heat exchanger for surface water(10), a heat exchanger for deep sea water(20), a heat exchanger for heating, and a tandem type-heat pump unit(40). The heat exchanger for the deep sea water(2) is heat-exchanged with thermal mediums only in cooling. In heat exchanger for cooling, the deep water sea heat-exchanged in the heat exchanger for the deep water sea is heat-exchanged with the surface water heat-exchanged in the heat exchanger for the surface water. The tandem type-heat pump unit is connected to the heat exchanger for the surface water and the heat exchanger for the deep water sea respectively and heats or cools the thermal mediums.
