PURPOSE: A method for laying an underground low voltage cable using a cable 4 drum withdrawing device and the cable 4 drum withdrawing device are provided to improve space availability by arranging a voltage cable drum in the cable 4 drum withdrawing device in zigzag. CONSTITUTION: A cable 4 drum withdrawing device including four winding drums with cables are arranged(S100). A digital puller with a roller and a data collecting unit is arranged(S200). A double braded rope is installed in the roller of the digital puller(S300). Each cable of four winding drums is connected to the double braded rope installed in the roller of the digital puller(S400). Each cable of four winding drums is laid underground by winding the double braded rope around the roller(S500).
