PURPOSE: A device for a video frame restoration based on a block-centered bi-directional motion estimation and a method thereof are provided to improve a restored image quality at a block boundary or the edge part of a moving object. CONSTITUTION: A blocking mean(32) recognizes a middle frame as a block. A motion extraction unit(33) acquires a motion vector between a first and a second frames(201,202). The motion extraction unit minimizes the difference a restoration block, and the gap between the first and the second frame blocks by the motion vector. A block restoration unit(34) restores the restoration block by the motion vector.
