PURPOSE: An apparatus for generating hydrogen and methane gas using a dual-stepped anaerobic digestion reactor is provided to improve hydrogen generating efficiency and methane generating efficiency by completely separating microorganisms in an acid generating bath and a methane generating bath. CONSTITUTION: An apparatus for generating hydrogen and methane gas includes an acid generating bath(100), a methane generating bath(200), and a membrane module(10). The methane generating bath is in connection with the acid generating bath based on a wastewater transferring pipe(21). The membrane module is installed inside of the acid generating bath and the methane generating bath. Gas circulating pipes(30, 40) are respectively installed in the acid generating bath and the methane generating bath. Gas pumps(32, 42) are installed at the gas circulating pipes. A hydrogen gas collecting unit(50) is in connection with the gas circulating pipe of the acid generating bath. A methane gas collecting unit(60) is in connection with the gas circulating pipe of the methane generating bath. The membrane module includes a tube(11), an upper plate(12), a lower plate(13), and a hollow fiber membrane(41). The hollow fiber membrane connects the upper plate and the lower plate installed at the tube.
