PURPOSE: A shallow draft quay for the vertical and horizontal mooring of a vessel is provided to prevent damage to a vessel and mooring blocks by setting first and second fenders in the mooring direction of the vessel. CONSTITUTION: A shallow draft quay for the vertical and horizontal mooring of a vessel comprises a mooring foundation, first and second mooring blocks(20,30), and first and second support units. The mooring foundation is formed using concrete or stone. The first and second mooring blocks are installed on the mooring foundation and are composed of first and second block bodies(21,31) and first and second guide units(22,32). The first and second support units are installed on the first and second mooring blocks and elastically support a vessel(1). The first and second support units are composed of first and second fenders(23,33). The first and second fenders support the vessel and the first and second mooring blocks.
