PURPOSE: A treatment apparatus of sewage and wastewater and a method for the same are provided to operate each chamber in a reactor under aerobic conditions and anoxic conditions. CONSTITUTION: A treatment apparatus of sewage and wastewater is composed of an anaerobic bath(110) and a reactor(120) at the rear part of the anaerobic bath. The reactor includes a porous membrane(130). A blower and an air injection line(140) are connected to the porous membrane. The porous membrane is connected to a treated water draining line. The porous membrane is in the shape of a pipe made of silica powder and alumina powder. The weight ratio of the silica powder and the alumina powder is 85:10 to 95:1.
