PURPOSE: A manufacturing method of cobalt-manganese-acetic acid(CMA) liquid catalysts from waste cobalt-manganese-bromine(CMB) catalysts is provided to improve the removing rate of impurities and the collecting rate of cobalt and manganese of high purity. CONSTITUTION: A manufacturing method of CMA liquid catalysts from waste CMB catalysts includes the following steps: sulfuric acid is added into waste CMB catalysts to be leached; the leachate is filtered to obtain primary leachate(S10); waste CMB catalysts are additionally added into the primary leachate to be leached; the leachate is filtered to obtain secondary leachate(S30); a solvent saponified by an alkali solution is added into the secondary leachate to be extracted; and a CH_3COOH solution is added into the extract to be backwardly extracted to obtain a Co-Mn-CH_3COOH stripping solution(S60).
