PURPOSE: A charger with high capacity and a charging and discharging device for equally controlling a three phase input current are provided to improve the productivity of a battery by efficiently preventing a power supply loss due to phase imbalance and a voltage drop. CONSTITUTION: A power input unit(10) receives a three phase AC power source. A charge driving unit(20a) converts three phase AC into DC by a plurality of silicon control rectifiers. A power detecting unit(30) detects a voltage and a current of a battery in real time. A control unit(40) controls the operation of the power input unit and the charge driving unit. An input current equivalent control unit(50) includes a phase detector, a phase comparator, and a phase compensator.
