PURPOSE: An apparatus of communication speed calibration for stable serial communication and an illumination module and a static display system based on serial communication using the same are provided to calibrate a communication speed of a plurality of serial communication devices without using a high precision oscillator like a crystal oscillator. CONSTITUTION: An apparatus of communication speed calibration(32) comprises a reference communication speed acquisition unit(321) and a communication speed calibration unit(322). The reference communication speed acquisition unit obtains a reference communication speed for communication speed calibration from serially inputted received data. The reference communication speed acquisition unit comprises a synchronous signal detecting unit(3211), a first clock arithmometer(3212), and a reference speed calculator(3213). An oscillator(30) offers an oscillation signal having a fixed frequency.
