The invention relates to computer technology and automation and can be used in systems of digital signal processing. In particular, the device can be used to calculate the time-frequency spectrum of speech signals for the purpose of further analysis. The technical result of the proposed device implementing the method of parallel wavelet transform is to obtain a signal spectrum with minimal time delays and high frequency resolution. Apparatus determining the time-frequency spectrum based on wavelet transforms, comprising analog-to-digital converter, storage buffer, the control device, the wavelet transform unit, wherein, an analog-digital converter, storage buffer and apparatus wavelet transform synchronizing signals from the device control, and analog-to-digital converter uses sigma-delta modulation signal from the output signal of which is input to the information storage buffer, made in ve e ring type buffer having a resolution twice the number of levels of the wavelet transform unit, from which output data is input to the wavelet transform unit, each next level, which is performed by reducing the number of elements used information storage buffer by two, the output of which is formed time-frequency signal value (NRM formula 1).
