Proposed method comprises processing initial stock containing hydrocarbons by affecting them by low-temperature plasma of electric discharge with E/N parameters varying from 1×10^-16 to 20×10^-16 V×cm², where E is electric field intensity and N is total concentration of molecules and atoms in plasma, adding catalysts to said raw stock and chemicals changing solution pH and ionic force. Proposed device is built around electric-discharge plasma power supply, fluid component preparation system, gas component preparation system and plasmachemical reactor.
