Media access controller, comprising: a per-flow scheduler to generate a user data part of data units from one or more service data units of an assigned service flow; and a data unit builder to build an initial data unit from the payload of data units after the payload portion of data units enters a retransmission request window; wherein the per-flow scheduler reduces a size of the payload of data units when a pulse size of the physical layer changes more often, and increases the size of the payload when the pulse size of the physical layer changes less frequently.
