The device has two buoys exhibiting a symmetrical structure and arranged in a closed container (1) that is rotatably mounted in a rotating frame of an open container, where the containers are filled with liquid. The two buoys are connected with the closed container through an energy storage unit (4). A stroke (19) is carried out against a reference system (10) along a piston (6) for obtaining a useful energy using an energy converter (17). The closed container or a frame is rotated by a drive i.e. solar drive (21), for producing another stroke using external energy.
