The plant has a primary control valve (12) arranged in a region of a wind passage opening (6) for controlling amount of air in a rotor space. Wind air is directed and shielded toward rotor blades (4) of rotor regions. A wind outlet opening (7) is attached on an opposite side of a vertical rotor (1) in a rotor housing (5). The rotor housing is rotated together with an upstream funnel-shaped wind control system to a vertically oriented rotor axis (20) along main wind direction (W), and the rotor is frictionally coupled to an electric generator.
