The heating element comprises electrically conductive combination yarn which includes core thread (3) and electrically conductive thread (4) wound over the core thread. A moisture-control or damp-proof barrier layer is formed parallel to the heating layer and combined with the heating layer. The electrically conductive thread comprises monofilament wire or strand made of stainless steel.
