The apparatus (10) has two point electrodes (46, 50) supplied with positive and negative electric potential respectively and arranged at an elongated insulating body (12). Free ends of one of point electrodes protrude in a longitudinal direction over free ends of other point electrodes. The free ends of the former and latter point electrodes are arranged in respective planes, where the plane of the former electrodes is positioned ahead of the plane of the latter electrodes with respect to the longitudinal direction of the former electrodes.
