The construction has floaters (2) attached at a steel frame, and a swot-oscillating water column system for driving the construction. The construction is driven by a hydraulic drive i.e. swot-hydraulic. Frames (1) i.e. steel pipes, of the construction are welded together, and the floaters are provided at transverse sides of the frames. The floaters are attached by two fixed bolts (3) and made of plastic, and hold the construction on a water surface. Bulges are provided at two sides of a chamber, which is made of aluminum so as to enlarge chamber volume.
