The method involves mixing oil and water to form a biphasic mixture (12) under pressure and at temperature that ranges from 20 degree centigrade to 50 degree centigrade. The biphasic mixture is passed via two mixture nozzles (15, 16) or apertures, where outputs of the mixture nozzles are oriented so that laminated mixing jet streams (30, 31) are frontally collided with each other. The mixing jet streams are symmetrically formed by pressure of the biphasic mixture and geometry of an arrangement of the mixture nozzles. The mixing jet streams are deflected by deflectors. An independent claim is also included for a device for manufacturing oil-water emulsion without aid of emulsifying agents.
