The apparatus has connecting plate provided near the bottom of back plate (11) of metal frame (10). A seat plate is fixed at the distal portion of connecting plate. A through passage is formed in seat plate. An opening is formed in seat plate upper portion. A front projection is formed on first segment of upper portion of seat plate. A base plate (21) is fixedly inserted into track. A positioning knob (22) is formed on underside of base plate. Several retaining pillars (23) are provided at top of base plate and are formed between leading ribs and rear rib in specific intervals.
