The brake has a swirl wheel (4) rotatably mounted in a housing (1). Vortex segments (13) are radially distributed on inner circumference in the housing. Bars (12) are radially arranged at the swirl wheel such that vortex chambers are formed between the bars and in active connection with other vortex chambers in the housing. A separate bearing housing (3) is arranged for mounting the swirl wheel, where the swirl wheel is made of low density material e.g. plastic. An inlet valve (15) e.g. proportional valve, is arranged at an inlet (6) for regulating braking torque.
