The system has an external resource management unit i.e. Internet service, stored with setup information. A terminal includes a process processing unit to provide a packet-based control channel connection with a resources management unit to set up and control information for influencing a data stream subject to obtain the setup information that is stored in the resource management unit in a data path. A packet stream forming unit (S) is formed in the data path to adjust to a data stream to the terminals or from the terminals regardless of the information of the resource management unit.
