The control house structure (1) has an air suction unit with suction pump (28) for sucking the external air. An air suction point (19) is set at a safe distance from a guardhouse (2) and the exhaust gas-polluted environment. An air pipeline (20) is led into the ground (24) and into the building space (15). The air pipeline is embedded in a heat exchanger arrangement in ground. The air is delivered for air heating process or air cooling process based on the relative temperature of the ground and pipeline wall.
